Yellow Spire on Chouteau(2008)

I don't know who made this nor why. Was it commissioned by the neighborhood or is it an artifact of some independent inspiration? I don't know, but I've been noticing the thing for the past 8 or so years and, as I happened to be on walkabout the other day and passed it, I thought I'd get a few shots, as I like it very much.
